What it the relation among those two sets?
Why do we need both sets?

Ruleset options cannot be changed from the server. They have to be edited and saved separately. Server options are changable from the pre-game setup. This method balances flexibility for the player when they start a game/scenario, while making sure players can't change settings that would prevent the game from working properly.
