So the last time i hit "Turn Done" i see:

Tiohero has finished building Supermarket.
Tiohero can't build Supermarket from worklist. Purging...

Sure enough, Tiohero can no longer build a Supermarket. However, it's not at all clear to me why, as my other cities can build them. Is there some secret requirement other than Refrigeration?

You probably just put the Supermarket into the list twice, and when it was done building it, it couldn't build it again. That's why it gave you the second message.

Btw, I think this should go into "Tech support" or "General discussion".

EDIT: And to answer the original question: No, there's no secret requirement. Copied from data/default/buildings.ruleset:

      "Tech", "Refrigeration", "Player"
    }

That means that the only requirement is the Player having the Tech Refrigeration.
