A city's tile get free irrigation ,road and may production if zero.

Those bonuses are controlled by ruleset ?

Yes. See min_city_center_food/shield/trade in game.ruleset.
There are other ways of controlling city centre tile behaviour, see the "CityTile" requirement on effects.
The free roads will only be ruleset-controlled from 2.5 onwards.
