When a unit gets a multiplier bonus, from terrain, experience, fortification etc, is it rounded before calculations are made?

E.g. A veteran musketeer with no other multipliers will have a combat strength of 4.5 - is this rounded. If they were up against a green phalanx with no other multipliers, of combat strength 2, will the chance of the musketeer hitting the phalanx in one combat round be exactly 4.5/(2+4.5)?

AFAIK it's *10 and then rounded (floored?), so internally, 2 means 20, 4.5 means 45 and 6.75 means 67 or 68 (not sure on that, probably 67).
