Question: are there some start nations which simply cannot win?

I was looking at the Earth Classic/small scenario and started as English. This puts me on a strip of land large enough for only 2 cities.
So I have to research Map making straight away, in order to expand. By the time I have this, some nation such as French/Dutch/German has taken over northern France and I'm well behind in tech.
Whereas if i start (e.g.) as Brazilian, there is ample scope for expansion and winning is no problem.

Those scenarios were made ages ago and not really tested for gameplay balance. But you can edit the starting position or even alter the map if you want are more balanced game. longturn.net offers some fun and balanced games.

Possibly there is just an option in this scenario. If you won for Brasil, are you bad enough to try for England?
