Freeciv 2.6 beta2, negative bulb output: I get 2 tech when I capture a city

Load game from attached file (civ2civ3 ruleset).
End turn => I lost future tech 4.
Select all the missiles from Pattaya and use them to attack Al-Madina.
Use battleships against Al-Madina, then capture it with a paratrooper.
I get future tech 4 and future tech 5.
Is this normal or a bug? Maybe caused by negative bulb output.
