Ai Tax Rates and Despotism

I wanted to know where I change the option to tax rates of AI because they always put 100 tax and never research anything, and also wanted to know why they fall into despotism always, txs for all

With default rules, Hard and Cheating AI levels are allowed to bypass the max tax rates. You may try to use Normal level for some AIs.
The other option is to modify the file ai_effects.ruleset.
