Terrain alterrations stop and resume

Considering I'll stop some alteration work of a tile and resume it some other turn. Does alteration start at the very beginning or will it resume any previous works on that tile?

If it's completely stopped (i.e. no units working it at the end of a turn), all progress is lost.
