Most Cities Are '0/4'

To the right of my city names in red is the fraction '0/4.' One city shows '1/4' in green. Does anyone know what this fraction represents? :?

It sounds like the display of trade routes that city has with other cities (0 or 1 current out of 4 maximum), however I thought it was red for none, yellow for some and green for all.

Thank you Ozor Mox. I believe you are correct. The city in question was captured by an AI. After I recaptured it, I noticed that there was a trade route established. Seems strange though that one city would trade with an enemy city. Thanks again.

Just to note: you can make trade routes with caravan units, by building them and marching them over into another city that is far enough away. Then select "establish trade route". Making trade routes between your big cities (and any big peaceful cities) is a good way to boost trade.
