AI Sucks Against Barbarians

I'm glad you understand. Freeciv-web is very much a work in progress, so things will break from time to time. Hopefully, it will get getter over time.

Part of it might be that barbarians can get Legions right off the bat if you have them appear early on. They tend to be almost impossible to stop if they're set high enough. Would probably make more sense if legions were barbtech, and archers were the starting barb unit.
