How to transfer tile ownership to an ally?

There is a rich tile between my and ally's city. It is within his city range and out of my city range. However, since my city was built first, the tile falls under my territory (and it won't change with city growth). Is there a way to make it a part of his territory without breaking and remaking the alliance? If we weren't allies, a fort would solve the problem, but since we are, it's not possible.

Pretty sure there isn't currently a way to do that, except by editing the savegame manually.
