3.1 development builds are those with version number 3.0.9x, in later phase 3.1.0.

First such a build is there already, from freeciv trunk r34810.

New build from r34953 available (3.0.90-dev+r34953).

- Both win64 (for 64bit Windows) and win32 (for both 32bit and 64bit Windows) builds

In this build gtk3.22 installer still lacks librsvg-2-2.dll.
