Currently, a unit being bombarded can be damaged all the way to 1HP. I would like an effect to raise that limit, probably to a percentage of the unit-type's max HP.
For instance, a ruleset could have a city improvement "Concrete Bunker" that made it so that bombarding units couldn't reduce any unit in the city below 50% HP.
This would mean that bombarding units act as a reasonable force-multiplier in combination with other units, rather than (as at present) being something against which (in sufficient numbers) there is essentially no defence (in a fight between an arty stack and a rifle stack of equal size, the arty scales quadratically whereas the rifles only scale linearly) and relegating all other attackers to the rôle of mopping-up fatally weakened defenders.
