A more flexible translation system
Currently, all texts and messages in Freeciv are either translated in a .po file of the basic installation or not translated at all. The second problem is that a server always runs in its system language while players may play on it from all over the world; some things from the standard set occasionally get translated by the client, ruleset-introduced ones not. In "Wesnoth", you may distribute a fully internationalized campaign. I think a) server should translate messages server-side according to each player's preferences and b) therr should be translation sets working the same way as tilesets or soundsets.
