Kill the last citizen with attack on an unwalled city

What would you like to see in Freeciv? Do you have a good idea what should be improved or how?

Purportedly, in CivII there was no such a rule that an unwalled city of size 1 can not be destroyed in the process of destroying its defenders. Moreover, when it disappeared, the remaining stack got lost with it (maybe only of 0def units?). That's a reasonable mode because settling in the no man's land immediately gives your troops a good fortress that the enemy won't be able to use even if they succeed taking it (the fact that the enemy can potentially bribe a city with a single diplomat but not a fortress is just yet another problem, as is the immediate city construction - in Civ4 it's an activity requiring a turn to complete). For bombardment, we may leave the current behaviour (but may accept Civ3 idea of a probability of losing a building for bombardment).
