More partisans variety
Maybe we could have more than one partisan unit type in a game, and some unit types should appear earlier than another. In Russian history, the word "partisan" first became common during Napoleonic invasion, and in Freeciv the troops involved correspond to Musketmen and Dragoons. We could have different partisan groups numbered by effect "Inspire _Partisans" values, each group may consist of one or more (randomly selected) unit types. This can be done now by tweaking the partisan placing callback in default.lua, just the system will complain at more than 1 unit with Partisan flag and won't place them in a standard routine.

Maybe generating partisant units dependent on building in city? For example armory, Police Station will generate per 1 infantry unit. Factory + Highways could generate one mechanized infantry. Airport will generate one helicopter unit.
