In Freeciv we have the various types of independent or equal relationships between two countries: war, cease fire, armistice, peace, or alliance. But what about a "vassal state" type of relationship https://en.wikipedia.org/wiki/Vassal_state. More common names are (according to wikipedia), puppet state or protectorate.
Would it be possible to add this type of dependent relationship to freeciv? What would convince an AI that it is in its best interest to be a vassal of another country (whether player or AI)? Would a vassal AI occasionally revolt?

Or someone else is killing them and they're unable to get an alliance with you so that you'll protect them, in which case they'd probably try to get an alliance or if they can survive on their own or your rapport with them goes bad, they'd break the treaty.
The best use would probably be with being able to turn your own cities into them or the Minor Tribes cities in at least one of the commercial Civ games.
