How to change the location of save files?

My C: drive is a small SSD and I try to minimize storage to it. I installed Freeciv to E: (a flash drive) and the game runs with no problem. However, save files are still stored in C:. Is there a way to tell Freeciv to store save files in a folder in E: instead? I tried computer solutions using Redirect (but that does not work in Win 10) and Symbolic links (but not supported for flash drives), so I hope I can "teach" Freeciv to put save files in a different drive. Thanks!
