In Civilization V/VI exists great songs, great books, great images. In Civilization IV/VI exists civics and in Civilization VI exists city presidents (I don't play R&F yet)

I have idea on similar mechanism, which will be implemented in Progress, but I can also implement it for Freeciv ;-) .

Great work. Imagine we are living in prehistoric ages. We discovered cave painting and hunting. Cave gives us 1 slot for painting. Because in association to history we would like to prevent hunting beings forgotten, we will order our citizen to paint how to hunt. Bonus will be each warriors produced in this city will have additionally attack power against wild animals. We cannot change paintings.

After discovering writing, we could place literacy work in libraries. Imagine library gives us two slot for books. We discovered mythology and iron working. What we can do? We can place instruction how to use iron and mythology into our library, so:
- Each tile with iron generates one production, when worked (thanks instruction how to use iron)
- One unhappy citizen is made content (thanks to mythology)

Maybe in real world, we can burn/delete books, but in Freeciv we cannot. Also, libraries effects take effect on each city six tiles far.

What do you thing? This kind of specializing cities could be good? In my opinion it's very realistic. People from some city will learn in nearby University, so city with (for example) IT University will produce more science for technology requires IT tech (next way to use my idea - new effect).
