Yes, once patch gets merged to freeciv source repository, it is part of freeciv. Target version for this patch is 3.1.0 (i.e. it goes to master development branch) In the case of this particular patch, I'm still considering the possibility to backport it also to 3.0 branch (we are still add some select features to 3.0)

Both of those are already stable branches. They accept only bugfixes, not new features (2.5 has seen many releases already, and 2.6 we would like to get such a shape that it can be released soon - not to introduce more bugs or more stuff needing polishing into release quality).
