To reminder: after releasing Civilization IV, but before releasing Civilization V, there exist an entry on Freeciv wiki describing idea about new government system, which is based on Civilization IV. There was one addition: some effect given by government will accumulate. This idea is now introduced in Civilization VI.
I have similar idea, but for building. Tradition, etc. making us to be more effective for example. For example people working in university gather experience and new technology was introduced, so university/Libraries are more productive. Take a books market as example. When new book appear, science bonus of our citizens should increase, because our citizens have better access to knowledge. Bank institutions have better experience and more popularized products. Obsolete (or not) wonders will handle more tourist, etc.
The idea will force player to take in mind, which building built first.
