One of the problems with hosting a game with a large number of nations, is that there becomes just WAY TOO MANY THINGS. Everyone fielding dozens of cities and hundreds of units isn't too bad when you have less than half a dozen people, but when it increases to a hundred nations it just isn't tenable.
So the idea is this: A ruleset designed for a massive number of nations, where weaker machines can continue to play with reasonable performance, featuring greatly increased penalties in building lots of cities, perhaps more rewards for large cities, and increasing unit costs for more advanced/powerful units.
Oh, and it'd be great for reducing micromanagement in a regular sized game too .
