In early freeciv version and in Civilization we had player's reputation and Eivels Tower, which increase reputation. Reputation was probably removed and I think it was removed because it only have affect to AI.
My idea is to add reputation to player again. Also, special flag called civilian will be added to disallow to kill some unit(reputation will be decreased). How this affect all players? People! People will be happier/less happy depends on own player's reputation and players we have in pact.
When we sign pact with civilization with few reputation points, our people will be more unhappy. Reverse situation was, when we will be in pack with civilization with high reputation points.
Reputation will be increased, when we don't provide war. Also, culture points will increase reputation. Another thought is about ONZ. ONZ allows us to declare war with players with very low reputation points or with different government than our without costs.

There's no 'global' reputation, but you have reputation with each other nation individually(The Attitude column in Nations Tab). The Eiffel Tower still improves your reputation with all AI nations via the 'gain ai love' effect.

Ok. So Freeciv can add global reputation and calculates reputation for each player in this way: reputation_for_current_player_by_some_player * 75% + (global_reputation_for_known_player1 + global_reputation_for_known_player2 + ... + global_reputation_for_known_playerN) / N * 25%
Of course, happiness will be calculated by reputation from current player by some player.
