I'm thinking about implementing the rules of cEvo as a ruleset.
One of the differences between civ1/civ2 and cEvo is
that all but the starting units have to be designed/researched.
The available tech gives a choice of basic unit-types, and some maximum
each for speed, armor, weapons, and specials (like alpine, stealth, etc.).
I.e. the player could research a fast explorer with no attack and only minimal armor, cheap.
And while building some of those, research a real fighter with attack and armor maxed-out.
Or two different fighters, one with attack maxed, and the other with defense maxed.
Can this be done with the current modding capabilities,
without blowing up the list of units too much ?

I think player designed units were part of FreecivAC. They were never merged into Freeciv. Not sure how helpful those old patches would be to someone trying to add player designed units to current Freeciv.
