Diplomatic victory

What would you like to see in Freeciv? Do you have a good idea what should be improved or how?

Diplomatic victory

There's should been voting for vinner after one player complete special vonder(ONZ?).

Each player can vote for each other. Player can't vote for themselves.

Winner is player, who gains highest vote number.
