So far there is only the "Partial_Invis" flag which means you are invisible until someone comes one tile close to you (e.g. partisans or submarines).
However, I would really like to see complete invisibility so that those units can work as sea mines or hidden antiaircraft units that will destroy/damage the enemy unit that steps on it.

There is still no support prepared for coexistence of enemy units on a tile, so maybe the invisible unit should work as CivII Submarine: not visivle from an adjacent tile but becomes visible when a unit tries to enter its tile. Further step to the tile results in an attack if it is possible.
On the subject, has anybody checked, can we set in any newer version vision radius in any vision layer ("Stealth"/"Subsurface") to 0?

What about diplomacy relationship like case-of-fire or any other?
Should in peace unit, which tries to move on tile with invisible unit, lost mp?

Basically, I would summarize it as follow:
-partly invisible: discovered when stepping next to it
-proximity invisible: discovered when wanting to step on it
-full invisible: not discoverable but leads to imminent fight (sea mine for example)
