Refugee for Trident

I saw that Apollo2 had graphics for refugee, but Trident didn't have one. Thus, I built one to increase the compatibility for mod creators.

It is built from scratch, but in the style of Trident.

Cite me as The Square Cow if you decide to use it.

This has been committed to S2_4 (next release from the branch: 2.4.5), S2_5 (2.5.0-beta3 or 2.5.0-RC1), and TRUNK. Thank you. This was one of the things blocking the 2.5.0 release. Other mandatory trident things missing from patch #4420 are maglev for experimental ruleset to use patch #5013, and Inaccessible terrain patch #4160. Of course gfx for civ2civ3 wonders would be nice too, as would extended unit upkeep icons and unit activity icons, but lack of those is not fatal.

Now also on the Wiki, to get some four per row symmetry on a gallery page.
