Is is possible to initiate a "coup"?

1. Is is possible to initiate a "coup" using a Spy unit?

- go into an opponents capital city
- pay them to revolt into anarchy for x turns
- choose the new gov type of the opponent player
- that new puppet gov pays you upkeep till it's changed for a new one

2. Can spies act on allied cities (players you're at peace with)?

(I'm using the civ2civ3 ruleset, and I'm hoping to create a "CIA Agent" unit that can do all of the above...)

Changing government by spies is not possible.

Usually you are allowed to steal techs from your allies but not to incite cities, that is maybe ruleset controlled but it needs checking.
