Civ2civ3 in 3.1: should we make it closer to Civilization III?

Mostly, I mean the fortifying rules. In civ1 and civ2 rulesets we now can reflect commercial games behaviour:
  • Unit in an unwalled city must fortify to get the 1.5x bonus;
  • Unit in a walled city gets 3x bonus from walls but no fortifying bonus;
  • Fortress also overrides fortifying bonus.
Should we do the same for civ2civ3? Also, should we reduce the fortifying bonus from 1.5x to 1.25x, like CivIII has it?

You may throw in other change proposals as well.
