Transforming a 2.5 ruleset into 2.6

Is there a shortlist of things that need to be done? How much problematic would it be to simply copy and paste the CONTENT of one ruleset into the other? I know that the thing that needs to be changed in effects is NEGATE into PRESENT (and switching "yes"<->"no). Are there some other things that must be taken care of?
