Goal: make Freeciv Web more interesting, straightforward, balanced, non-linear, dynamic regarding early vs. late game

cheaper settlers, can't add to city

? limited migrants (either unique or more expensive or heavy upkeep or unhappy or complete cancellation)

? restrictinfra

tech trade

? capturable workers

I'm fairly sure this doesn't apply to Multiplayer+ ruleset and probably also not to Multiplayer 2. So... Does this apply to Multiplayer 3 (MP3) ruleset or is it about some other variant (Multiplayer Extended??) of the original multiplayer?

But I'm not sure I understand the question. What is the criteria for application or non-application?
