? limited migrants (either unique or more expensive or heavy upkeep or unhappy or complete cancellation)

I'm fairly sure this doesn't apply to Multiplayer+ ruleset and probably also not to Multiplayer 2. So... Does this apply to Multiplayer 3 (MP3) ruleset or is it about some other variant (Multiplayer Extended??) of the original multiplayer?
