Purchase with Culture

Is there a way I could make techs/buildings have a Culture Cost rather than a Bulbs or Shields one? It would play well with high level culture rulesets, of which I have some ideas to make work.

In Civilization series (not in each edition) we have option to buy by religion points (Fate). In Progress (my game; it's based on Freeciv, so it's kind like Civilization) you can buy units and loyalty of cities by something called proud. Proud you gain by build wonders and how many proud you receive depends on which turn you built this wonder. You gain more prod by built wonder earlier.
