More flexible government requirement for units

I would like to make it impossible for migrants to be built under Republic and Democracy. Would this be possible to do in a relatively elegant way, without defining a different Migrant unit for each government?

No, not currently. In Freeciv 3.1, there will be a voodoo method using lua script, but until then, you're out of luck.
