Oedo years

In civ2 there is a kind of easter egg called oedo years. It is special years where you can change government withouth anarchy period: https://forums.civfanatics.com/threads/ ... ledge.649/

I would guess it's not implemented at all in Freeciv, but as Freeciv aims to be compatible with civ2, there is a possibility that the civ2 ruleset has it? Sure this is a curiosity, I'm just curious if someone ever thought about implementing it in Freeciv.

I'm not sure it's worth the effort. I'm not against it as such, but I'll support any developer who says "I would like to spend my time on something I feel is more worth it".

I don't care about having it in the game and don't think it's worth the effort either. Just being curious.
