Partial Invis Split? (patch #8103)

The idea is to split old Partial_Invis stuff to separate Stealth and Subsurface cases so that their behavior can differ from each other (possible to implement sonar that detects submarines but not stealth bombers)


How exactly is this being implemented? Same as Partial Invis but just different detection flags? (As opposed to not being able to see such a unit at all without requisite sensor flag)

What about potential additional types of partial invis? For example, Tiny Units (Spy, Explorer, or Commando Team), Subterranean (?), or Camouflage(perhaps an alt-form of Partisans, Alpine Troops, or Tank Destroyers, or even some ancient units like Warriors or Archers)

If effects had an actor-target mechanic the way action enablers do, this could be rather simple using some kind of Can_See_Unit effect. That's the idea I'd propose.
