Empires ruleset

Hi all,
I wrote Empires ruleset for Freeciv 2.4.
One of the purposes is to provide a multiple strategies in multiplay game.
Please comment if you feel something to play the ruleset.

Please read readme-empires-en.txt before you play it.

Empires ruleset is an extension of the default ruleset.
The rules are almost the same as the default rules, but some extra elements have been added.
New Government is added: Feudalism, High-Technology State, National Mobilization Law, Social Democracy.

Each nation has National Building and National Wonder and Unique Units which is based on its own characteristics.
National feature is here:

2.4 server gives two errors while loading this:

1: "/work/freeciv/modpacks/3rd/S2_4/data/empires/effects.ruleset" [effect_Great_Firewall] lists unknown effect type "Force_Contents".

The new empires ruleset is available for freeciv 2.5.

Implementing the events by Lua script is a major change.
Some wonder calls a event function.
For example, the Great Mosque of Samarra offers the Gold
if Persian has finished a researching.

* Introduction

 Empires ruleset is an extension of the default ruleset.
The rules are almost the same as the default rules, but some extra elements have been added.

- technology upkeep style = "Basic"
-- tech upkeep deducts some bulbs each turn

* Government

** Feudalism

Based on Monarchy
Req. Tech: Feudalism

Always increase +1 trade point, There aren't shield bonus in capital.
 You can't grow your cities by means of celebrations. All your cities
 are free from paying 2 upkeep for your units.


** City-state

Based on Monarchy
Req. Tech: Labor Union

Unit upkeep will be based on gold upkeep rather than shield upkeep.
 Unhappy_Factor=3. Make_Happy=3. One unhappy citizen appears for every 8 cities. Celebration has no effect.


** High-Technology State

Based on Democracy
Req. Tech: Code of Laws

There are +100% trade output bonus in all cities, and serious city wastes by capital distance.
Capital city gets +100% trade and gold output bonus.
*All* units is built by one more veteran level (including NonMil and NoVeteran flag units).
In each cities, land class units gets +100% defence bonus against *all* type units.
Empire_Size_Base = 3
Empire_Size_Step = 2
Tech_Upkeep_Free += 100


** National Mobilization Law

Based on Democracy
Req. Tech:  Guerrilla Warfare

Final science output is multiplied by 0.5, and final gold output us multiplied by 1.2.
 Waste and Unit_Upkeep_Free and Martial_Law is the same as that of Communism.
 There are no Senates. Make_Content_Mil=2. The chance of civil war is
 higher. During celebration, each worked tile will get +1 trade point.
 One unhappy citizen appears for every 8 cities.

National Feature: The Air Force

National Building: Academy
National Wonder: League of Nations, The Pentagon
Unique Units: Great General of the Air Force


*** League of Nations
In 3 turns, the League of Nations collects donations from other countries, and you get those donations. The percentage of donations is 80% of the national treasury funds.

*** Academy
Increases the Science production in a city by 75%.

*** The Pentagon
Air/Helicopter/Missile class units gets +2 additional movement steps, and its Veteran_Combat = 50, and +4 HP recovery every turn.
Enables the player to build the Great General of the Air Force which is a more powerful version of Paratroopers.

** Aztecs

National Feature: Miracle
You can transport one unit per turn between two cities. (add to Airport effect)

National Building: Garden
National Wonder: Sacrificial Altar, Aztec Sun Stone
Unique Units: Quetzalcoatl, Tezcatlipoca

Starts with the following additional unit: Explorer.


*** Garden
Make two unhappy citizens content.

*** Sacrificial Altar
Can build Quetzalcoatl and Tezcatlipoca which are Land class units with high attack points.
When you lost units, you get gold in accordance with the unit creation cost.

*** Aztec Sun Stone
Recover all units' hitpoints by +6 at every turn. And units that did not move recover 25% hitpoints per turn.

National Feature: Financial
Gold production +50% in capital

National Building: Guild
National Wonder: Stonehenge, East India Company
Unique Units: ---


*** Guild
Increases the Gold production in a city by 50%.

*** Stonehenge
Add +1 gold production to each worked tile in every city.

***  East India Company
Increases the Gold production in every city by 50%.

** Chinese

National Feature: Expansive

National Building: Paper Maker, State Farm
National Wonder: The Forbidden Palace, Great Firewall
Unique Units: ---

Starts with the following additional unit: Settlers.
First city will get Granary for free in addition to the standard improvements.


*** Paper Maker
Increases the Science production in a city by 50%.

*** State Farm
Grassland/Plains tile gets +1 additional food.

*** The Forbidden Palace
Increase city vision radius and the squared city radius. (+10)
The city is considered Governmental center.
Get some gold that equal to total city size.
This wonder's effect will be enabled if you aren't only Chinese.

*** Great Firewall
Make 2 unhappy citizens content forcefully if you are Chinese.
Cannot use any diplomacy if you are not Chinese.

** Egyptians

National Feature: Working

National Building: Obelisk, Trading Post
National Wonder: Suez Canal
National Units: Merchant Ship
Unique Units: ---

Starts with knowledge of Pottery.
Starts with the following additional units: Workers (2).


*** Obelisk
Make 1 citzen happy in a city.

*** Trading Post
City gets +4 additional golds.
You can build Merchant Ship (Req. Tech: Trade and Navigation), that can establish trade routes.

*** Suez Canal
Every city will be added +1 more trade route.
Your city needs adjacent River and Oceanic tile to build this Wonder.

** French

National Feature: Revolution
There are no anarchy period.

National Building: Grocery
National Wonder: Notre Dame, The Louvre Museum, Arc de Triomphe
Unique Units: Great General

First city will get Barracks for free in addition to the standard improvements.


*** Grocery
Increases the Gold production in a city by 50%.

*** Notre Dame
Make two content citizen happy in every city. You need Cathedral to build the Wonder in a city.

*** The Louvre
The city gets +40 points science.
The city gets +60 points science with Copernicus' Observatory at same city.

*** Arc de Triomphe
Can build the Great General which is powerful Riflemen with large vision.
Make units upgrade cost half.
Unleash defender (30%) if French is occupied the city.

** Germans

National Feature: Industry
Shield production +25% in capital

National Building: Workshop, Assembly Plant
National Wonder: Volklingen Ironworks
Unique Units: LZ 127 Graf Zeppelin


*** Workshop
City center tile gets +2 additional shields.

*** Assembly Plant
Increases the Shield production in a city by 50%. (need Factory)
Reduces the amount of pollution generated by production in a city by 50%. (without Recycling Center)

*** Volklingen Ironworks
Increases the Shield production in this city by 50%.
Increase the number of units with no population cost a city can build in a turn by one.
You get the LZ 127 Graf Zeppelin which is a transport airship.

** Greeks

National Feature: Protective

National Building: Acropolis
National Wonder: Statue of Zeus, Olympia
Unique Units: ---

Starts with knowledge of Bronze Working.
First city will get City Walls for free in addition to the standard improvements.


*** Acropolis
City gets +50% defence bonus against all class units.

*** Statue of Zeus
All Greece units gets +50% defence bonus against all class units.
Upgrade 1 obsolete unit per turn. Auto upgrade will duplicate with Leonardo's Workshop, 2 units per turn.

*** Olympia
All Greece cities gets a river under its cities.

** Incas

National Feature: Spiritual

National Building: Terrace
National Wonder: Machu Picchu, Nazca Lines
Unique Units: (Heaven's Blessing)

Starts with the following additional unit: Heaven's Blessing.
Heaven's Blessing is used to build your wonder and when used, it will add 200 shields to your wonder production.

*** Terrace
City gets +4 luxury points.
Add 1 food in Mountains and Hills tile.

*** Machu Picchu
Increases luxury in every city by 100%.
Add 1 shield in all Hills tile.
Get a special unit:Heaven's Blessing.

*** Nazca Lines
You get three immediate technology advances.
Get a special unit:Heaven's Blessing.

National Feature: Vision
Reveal_Map=on until you build the Palace.

National Building: Watchtower
National Wonder: Mughal Fort, Ajanta Caves, Taj Mahal
Unique Units: Great Workers


*** Watchtower
City_Vision_Radius += 3
City_Vision_Radius += 1 (City MinSize=9)
City_Vision_Radius += 1 (City MinSize=13)
Caution: There are bugs with increasing City_Vision_Radius, see Gna bug #20887.

*** Mughal Fort
City defence bonus +300% (against Land, Sea/Trireme, Air/Helicopter class units).

*** Ajanta Caves
You get one immediate technology advances.
You get the Great Workers which is Engineers.
Announce the number of terrain tiles.

*** Taj Mahal
Make 2 content citizens happy in all your cities.
The player always has up-to-date knowledge of all cities (but not units) despite fog-of-war.

National Feature: Industrious
More specialist output. (elvis/scientist/taxman +2)

National Building: ---
National Wonder: Ise Grand Shrine, Himeji Castle, Kure Naval Arsenal
Unique Units: Master of Ninja, Yamato


*** Ise Grand Shrine
You get more specialist output. (elvis/scientist/taxman +3)

*** Himeji Castle
You can build Land/Sea/Trireme class units with one more veteran level.
You can build the Master of Ninja which is a Diplomat with SuperSpy flag.

***  Kure Naval Arsenal
Sea class units get +1 additional movement point.
Can build Battleship Yamato which is a very powerful battleship.

National Feature: Faith
You gets tithe by religious building.

National Building: Ball Court, Maya Pyramids
National Wonder: Chichien Itza, Long Count Calendar
Unique Units: ---

Starts with the following additional unit: Diplomat.
First city will get Temple for free in addition to the standard improvements.


*** Ball Court
Make 3 unhappy citizens content in a city.

*** Chichien Itza
Make 2 unhappy citizens content in every city.
You get some money from a enemy player if you occupied the city.

*** Long Count Calendar
Make 2 unhappy citizens content in every city.
Civilwar will occurs in 5% of probability if not Mayan occupy the city.

Chance of promotion will increase +50% for Horse flag units.

National Building: Stable, Ger
National Wonder: Statue of Khan
Unique Units: Great Mongol Khan
National Units: Mongol Mangudai

All horse flag units is built by one more veteran level.

*** Yurt
Add 1 trade & 1 shield in Grassland tile.

*** Statue of Khan
All horse flag units is built by one more veteran level. (without Sun Tzu's War Academy)
All horse flag units recovers +5 HP per turn.
You'll get 25 Mangudai units when you finish building the Statue of Khan.
Can build the Great Mongol Khan, who isn a national unique unit.

Trade production +25% in capital

National Building: Bazaar
National Wonder: Topkapi Palace, Sultan Ahmed Mosque

Increases the Trade production in city by 10%.

Trade_Revenue_Bonus is increased by +50%.

*** Sultan Ahmed Mosque
Add +50 points Trade production in city center tile.

First city will get Library for free in addition to the standard improvements.

Increases the Science production in this city by 50%.

*** Mausoleum of Halicarnassus
Increases the Science production in every city by 100%. (without Isaac Newton's College)
Increases the Science production in every city by 50%. (with Isaac Newton's College)

*** Great Mosque of Samarra
In each city 2 units are free from shield upkeep.
Get gold each time when you finished researching.

Add 1 trade in Land tile which has some trade.

*** Rathaus
City center tile gets +4 points Trade production without Tech:Democracy.
City center tile gets +8 points Trade production with Tech:Democracy.

*** Sistine Chapel
All city center tile gets +8 points Trade production.

** Russians

National Feature: The Army

National Building: Research Institute
National Wonder: Russian Orthodox Church, The Kremlin
Unique Units: KGB Agent, Great General of the Army


*** Research Institute
Add +100% reserch point with Research Lab.

*** Russian Orthodox Church
Land class units get +1 move bonus and +4 hitpoints recovery.
You can build the Great General of the Army which is a powerful Cavalry with IgTer, and a 6 Land unit carrier.

*** The Kremlin
All units gets +50% defence bouns against Land class units in any tile.
You can build the KGB Agent which is Spy with SuperSpy and stelth flag.
Divulge the secret information of each country.

** Spanish

National Feature: The Navy

National Building: Dock
National Wonder: Conquistador, Alhambra, Sagrada Familia
Unique Units: Great General of the Navy


*** Dock
Add +5 trades in city center tile. (Req.: Harbor)

*** Conquistador
Sea/Trireme class units gets +2 additional movement points.
Sea/Trireme class units gets veteran_combat=50 and +4 HP recover.
You'll get some money depending on city size if you conquest the city.
Can build the Great General of the Navy which is powerful Marines.

*** Alhambra
Each cities get +5 golds.

*** Sagrada Familia
AI players love you because you spend many costs. (AI_Love = 50)
Spanish will win the game if they don't lost their city at all in 5 turns.

Hey taka, awesome work- my National traits mod is similar, I will probably try to pull some parts of this work forward into 2.6 and 3.0+. Our unique buildings and the names of some traits, for example, are going to overlap. Thanks for the inspiration!
