2.5 datafile formats have been frozen

Freeciv-2.5 datafile format has been frozen. That is: rulesets/tilesets/scenarios/soundsets made compatible with 2.5 development revisions later, and including, 24584 will be compatible with final 2.5.0 release, and all 2.5.x releases.

- Stub ruleset 2.5-0 is available from http://www.cazfi.net/freeciv/rulesets.html#stub
- Modpack installer, which now comes under gui-specific name; one of freeciv-mp-gtk2, freeciv-mp-gtk3, or freeciv-mp-qt, now gets modpack list from official 2.5 URL, and installs thems to 2.5 directory. There's already four modpacks available: alien ruleset, amplio tileset, freesounds tileset, and GM1530 scenarioset

Version 2.5-1 of stub ruleset is now available. There's no functional changes, but comments documenting the ruleset have been updated. It's recommended to use latest version of stub ruleset when starting a new ruleset project. Even thought the comments are not affecting functionality of the ruleset, having them identical to official rulesets makes comparisons easier and helps in case ruleset later ends up being considered for inclusion to main freeciv distribution (as has happened with civ2civ3 and alien rulesets).

As freeciv-2.5.0-beta1 draws near, I've released version 2.5-2 of the stub ruleset. As freeciv-2.5 ruleset format has been frozen for months, there's no functional changes in the ruleset, but comments documenting the format have been much improved (updates are the same ones that have been made to official freeciv rulesets)

Also, as mentioned in "Contribution" forum, there's new Windows Installer test build from S2_5 available, built from freeciv r25500. That can be used to test new rulesets also.

There has been some more minor comment updates. Those are now released as stub-2.5-3.

Two comment changes have taken place in supplied 2.5 rulesets during the last 12 months. Updated stub ruleset released as stub-2.5-4.
