Tweaking of Terrain special Resources

Is there any way to tweak/change the outputs of resources (terrain resource such as iron , gold, ivory etc.) through the effects.ruleset. I am aware that there is a global control of these outputs via the terrain.ruleset but I was wondering if it can be done through an "effect" so that a certain building or tech can boost these outputs. In this way these resources would really become strategically valuable.
