Add new scopes to requirement list:
- Defender
- Attacker

It could be used to change defense bonuses and combat strength based for ex. on terrain.

I have other idea. Create new ruleset file called sliders. In this file we can create sliders (giving name, start position, end position and step). In effects.ruleset we can add slider to requirements vector. For example. [slider.personal_freedom] name = _(Personal Freedom) start = =10 end = 10 step...

I would be nice to add new slider into tax dialog. Increasing it would increase science output, but also creates unhappiness.

Maximum work time

It would be nice to control production and city sizes by tax dialog. The idea is about create max work time slider. Increasing max work time would increase production, but also increase illness. Also government would set maximum and minimum value of this slider.

Maybe I don't make myselfes clear.

I would see in game many kind of points and many kind of tech tress. This would allow freeciv developers to simulate civilization 5 culture points and governments.

Multiple tech tree with different coins

Civilization 5 have governments tree. To buy new government you will pay with culture points. Freeciv should introduce many techtree to allow mods makers emulate civilization 5 features.
