I don't think that the Multiplayer ruleset should be changed by default. I think that the ruleset should adapt to the specifics of the game that is being played. There is a possible problem. If idler-replacing newcomers get all techs known to 40 other people, that may actually put them into advantage comparing to some persistant players who have been playing from the start, but didn't do so well. Then again the easy way out would be removing the AddToCity flag from all the settlers. When you think about it, it's not really needed anyway since there are migrants/immigrants you can use to add population to the city. I've rarely seen settlers added to a city. Well, if the only problem with creating one large city is killing off people too early, then give everyone a few warriors so that they can defend themselves early and that's it. Yes, more units would mean a quicker start. But... how did this end up in this topic? This should also be here
