Then my barracks stink. There are three versions of the barracks. As your technology progresses, your existing barracks become obsolete and you have to build new ones. Make sure that your cities still have an active barracks in them, because if it was rendered obsolete, it disappears and won't heal...

Was another version just put out? My game seemed to freeze up for a moment. Afterward, I was able to save my game, but it was like my problem above where loading it takes me back to a previous save. I have made several improvements to the loading of savegames, so I think that this problem has been solved now. You might be able to starve a city though if you build multiple settlers to reduce it down to size 1, since these will then require food support from the city.
