Wine can also creates issues not appearing on Windows: out of the 2.5-beta2 builds I've just tested, only the sdl client runs.

Which client do you use ? Only the two Gtk clients implement the editor. That means you should use this one on Windows, and the freeciv-gtk2 package on Linux.
