Slave-taking functionality exist in freeciv in the form of Capturer/Capturable unit type flags. While that functionality is not really granular in 2.5, development version of 3.0 already has better model based on action enablers. New build from r34748 available (2.92.99-dev+r34748). http://download.gna.org/freeciv/packages/windows/testing/cazfi/installer_msys2/ We are going to branch S3_0 in a couple of days, so this build is from a revision close to last point of development common to freeciv-3.0 and freeciv-3.1 (and later).

Nations that do not have starting position defined in the scenario get a random one (but it's still one of the starting positions, not random tile).

What freeciv version you are seeing this buoy effect with? They seem to be claiming the ocean tile they are on, so seems like older than S2_6.

Is shared vision involved? What values of 'foggedborders' and 'borders' server settings are you using?
