I don't know much about ware types in Freeciv, but maybe connect both ideas? Player will select ware/culture type to trade.

We can connect this to policies, decreasing city production by small amount, we will increase global free unit support.

Culture points types/difference

My idea is about introducing culture types and calculating difference between each type and player in trade to calculating gold and science bonus. Gold and science bonus couldn't been less than 1. How it works? Culture types would been discoverable, like monotheism, polytheism, mathematics, computer...

I wonder if there should exist fortify hit points and unit flag attack fortify, but that's for separate idea.

I think fortifying should be only possible on ally territory, while this action should be possible anywhere.

Unit doesn't gets defense bonuses.

This is another my idea about killstack. I just ask You to add protect action. Protect action takes all moving points of unit in this and next turn, but it will be another protector of unit in tile. Maybe introduce new unit action called protect. Killstack is not active when there's protector on tile. Protectors units will be selected to fight/battle. What is cost of action? Full move points, so protector units cannot move in next turn.
