Maybe you can change how frequent the turns are with longturn? Or you can leave the server running and open and close clients as players connect. The turn would then end when all players have finished their moves. The only problem is that it is sometimes hard to connect a client to the server.

The standard local freeciv can handle multiplayer as well. I think freeciv web just adds some hosting tools and a browser client.

A few ideas: for the 3d tiles, if you were to crop meshes of iconic buildings, you could make city meshes that looked like the cities they represent. If hardware is the issue, I ran up to blender 2.79 on windows 7, amd Athlon X2 4800+, GeForce 6150se with 2gb ram. I have renderer files for 2.49 and 2.79 for those on such hardware.

Here is a cursor .png with a portal type cursor (last column) that could be used? Or did you have something else in mind? I got the portal art from here:https://opengameart.org/content/animate ... l-variants and just resized it to fit.

Do they need a flag? If all storms are of the same nation, and that nation controls no other unit type, might the flag just be redundant clutter? In that case the flag could just be a bit of transparency. Or the shield could be transparent and there could be a flag for where needed in the help docs ...
