I think I've discovered another city bug in Freeciv-web. At the beginning of the game when I'm still in Despotism, my units are costing me one shield each in support. 1. Building railroads was possible before, but you had to remember to build roads first. Now, building roads and railroads should just work correctly, the keyboard shortcut is R for both. I have fixed the bug with the angry citizen in the city dialog now. Apparently, I didn't understand all the code there, but it should work correctly now.
