Engineers that can reclaim sea are pretty far in the tech tree and you need territory in the start of tge game to keep the pace. Yes, starting positions are often not that fair, lots of myltiplayer gamers will tell you it. Maybe they could be calculated better by tge map generator.

Cruise missiles and Bombers run out of fuel if travel to some more distant cities. I understood the 2 turns principle but because of it it would be nice if these units travel 2 or 3 times more tile to make it more useful because at the current state it can be only use to wage war at the frontier......

There is such a thing like action enabler - requirements for the actor and the target that determine what your unit can or can't do. It is (AFAIK) evaluated server-side when your spy tries to enter a city or you use Combat-Do... menu. Maybe at the ruleset you use you can't sabotage at certain cases.

When you conquer a capital, the palace moves automatically for free to a random remaining city. Only by hacking the sources (GAME_MAX_GOLD constant). I built temples in many cities and it stopped but there were 2 cities that ever temples, courthouses, and marketplace didn't work but when I transitioned from Despotism to Monarchy order was restored in these 2 cities. The same as at another governments: too many cities, too many citizens. In some games citizens of nations that you are in war with also contribute into unhappiness. Despotism and monarchy in most rulesets are much more tolerate to sending military units overboard than, say, democracy, and may pacify...
