In each city amount of units are free from upkeep. As usual, you can use with OutputType requirement to specify which kind of upkeep this should be.

Deleting all the references to it should work (though preferable in your own mod based on civ2civ3 instead of just changing civ2civ3 proper.) The second set of railroads in trident
I noticed that the roads.png graphics for trident includes a second set of railroads that are currently unused. In the case of nothing else, couldn't we use them for the maglev for the experimental ruleset, maybe after dying them grey?
