Sorry, not yet. There are patches in FreecivWeb and some versions not yet released to make it possible to stop being happy if the city has just starved.

Yes, it's possible. You also may set a negative movement bonus. (Just AI probably can't have an idea of this req)

A fix for AI fighters was added! Now AI players launch fighters and do not lose them so stupidly. Also, some support is made for long-ranged aviation but it needs better testing. Now AI considers the ability of units to fortify calculating wants for city defenders. Now AI produces much less fighters...

Not an English speaker (as many of ruleset authors), but it seems strange that you put them in plural. Maybe we should keep singular as in the code. "stack" is even more comprehensive than "units", maybe we should combine it into "units of a stack" to stress that target...
